Nick Harvey says: 'I wholeheartedly endorse Shane Young's safety campaign to enforce the wearing of helmets whilst driving quad bikes on-road. Despite regular accident reports as well as a number of high profile celebrity accidents in recent years, including actor/comedian Rik Mayall and rocker Ozzy Osbourne, the Government seems ill-disposed to consider the danger that Quad bikes pose to rider both on-road and off-road. I also commend Shane's website (www.helmetsonquadbikes.co.uk) which clearly sets out the issues at stake.
'Whilst it is not law to wear a helmet on a Quad bike as Shane points out: "you are taking unnecessary risks every time you do so." And in the case of employers you may be found negligent under health and safety if your staff are found not to be adequately protected.
'In response to my representations on Shane's behalf to the Department of Transport, the Government stated that it does not have firm evidence that this omission represents a significant road safety problem. I would argue that we need to act now before we witness an ever growing toll of serious head injuries or even deaths.
'Clearly amendments need to be made to the Motor Cycle (Protective Helmets) Regulations which came into affect in August 1998, particularly to the definition in Section 4 which states 'motor bicycle' means a two-wheeled motor cycle. This is a loophole that needs to be closed as quickly as possible.'
