While North Devon and Devon Country councils offer free bus travel for the elderly they have failed to offer any alternative provision for those unable to use local bus services.
Nick Harvey says: 'Although local authorities can provide complementary travel options for the disabled, Devon has singularly failed to do so; in particular some counties offer tokens redeemable against taxi journeys.
'While Devon has struggled to fund the free bus passes and leisure facilities for the retired, the lack of flexibility in the pass scheme means that it essentially discriminates against the disabled who gain no immediate travel or monetary benefit from the public purse.
'I shall be challenging both North Devon and Devon Country Councils to address this shortcoming in their public travel policies.'
