Nick Harvey MP says, "I am flabbergasted that the national television retune has now resulted in a two tier Freeview service.
"In order to increase the availability of Channel 5, ITV 3 and ITV 4 have been moved - with the result that those viewers who rely on a relay transmitter have lost these two channels.
"I am particularly annoyed, that having spent considerable time earlier this year getting assurances that the switch over to digital would not result in any degradation of services - this has now not proved to be the case.
"I, and I am certain every other MP up and down the land, will be challenging ITV's Chief Executive to justify his actions as viewers will simply not tolerate a two tier service on Freeview.
"This is clearly discriminating against the more remote coastal towns and villages here in North Devon."
The upgrade on 30 September affected some 18 million homes with 25 million televisions requiring returning.
It is estimated that nationally 460,000 households have lost ITV3 and ITV4.
